The CDC Foundation is working with the Freely Associated States, including the Republic of Palau, the Federated States of Micronesia and the Republic of the Marshall Islands, to provide surge staffing that are crucial to the nation’s COVID-19 response. We are seeking independent consultants to fulfill the duties of an Human Resources Consultant for the Federated States of Micronesia.Under guidance from jurisdiction staff, the consultant will review HR policies and strategies for building and sustaining the public health workforce (both related to the COVID-19 response and in the larger public health context).
This position is open exclusively to independent consultants. Compensation is limited to an hourly wage with a limit of 40 hours/week. Benefits are not included and payroll taxes will not be withheld. Additionally, consultants will need to use their own supplies and equipment, be willing to work with jurisdictions in distant timezones, and will not be provided a CDC Foundation email address. While the positions are requested at 40 hours/week, we will also consider applicants who are available to work on a part-time basis.

  • Assess processes and strategies and provide recommendations and/or help to create/improve programs included, but not limited to recruiting, hiring, onboarding, compensation, employee relations, retention, and benefits.
  • Assist in the development of performance evaluation and management tool and resources
  • Works with jurisdictional leadership to develop and implement systems to monitor and ensure the organizations compliance with applicable employment laws and regulations, and recommend best practices to maintain compliance.
  • Advises managers and supervisors at all levels in resolving employee labor relations issues.
  • Collaborate on the planning and development of pipeline programs to fill public health positions.
  • Reviews and provides guidance accordingly on the submission of accident reports, worker’s compensation requests, temporary disability insurance request, and related employee assistance transactions.
  • Assess training needs and develop strategies for instituting new training programs, and strengthening existing efforts.
  • Assist with the creation of new processes for managing remote staff.
  • Train existing staff on the implementation of any new tools or strategies
  • Through collaboration with management, identifies anticipated training needs based on human resources initiatives, review training needs; modifies or improves existing programs or develops new training programs to meet those needs.
  • Perform other duties, as requested.
Education
  • Required: Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Three years of specialized experience in any or combination of the following areas of human resources management: recruitment and examination; position classification and compensation; employee/labor relations; training and safety, and benefits administration and transactions.
Qualifications
  • Demonstrated knowledge and understanding of employment laws and regulations related to collective bargaining, unions, labor relations, and human resources. Ability to apply this knowledge in international settings.
  • Experienced in principles and procedures for managing complex employee relations issues, conducting investigations, recruitment, selection, training, compensation and benefits, employee relations and personnel information systems.
  • Ability to work effectively with employees and the public; analyze and recommend solutions on complex personnel issues, and to make effective presentations on such issues.
  • Experience in working with human resources issues in other countries strongly preferred.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiations, and conflict resolution skills.
  • Strong analytical and problem-solving skills.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Excellent time management skills and ability to multi-task and prioritize work.
  • Skill in the use of computer applications such as Microsoft Word, Excel, and PowerPoint.
